Do we know that these players are going to be on "mega wages"? If so then fair enough. But I'm sure I read that they have a new salary structure and I expect FdJ would still be at the top given what they owe.

Whether it gets resolved as part of the sale or later in legal battles (which Barca would be stupid to get into), that isn’t holding this sale up. Responsibility /legal obligation to pay deferred wages, even after a move, doesn’t expire.
I feel there are more fundamental reasons this is dragging.

Because he is going to get a longer contract, one which he wouldn't get at Bayern on the same terms which means he would earn more at Barca over the length of the contract.
They can obviously cover some of the short fall for this years earnings in a sign on bonus too.
