The game you described doesn't sound like Witcher 3 at all to me. Shows how opinions can vary, but in general it was praised for it's ability to make most quests meaningful and it's lack of reliance on repetitive fetch quests. I'd definitely recommend revisiting it at some point in the future, because you'll be rewarded greatly if you can manage to get into it. The game's definitely have a different feel to them though, Fallout 4, sticking close to the Bethesda formula seems to have a fairly weak storyline, buggy but endearing world and an adventurous sandbox appeal as opposed to a more polished, story driven rpg such as Witcher 3. While not close to as impressive, there is definitely hours of fun to be had here, particularly as mods come into fruition. Bethesda will definitely be able to do bigger things once they finally move on to a new engine though.
