It isn't comparable. Rooney doesn't want to play for United anymore. Fabregas is at his hometown dream club and hasn't said a thing, so as far as we know he could be very happy there.

Moyes said Rooney's training well and isn't for sale, but ducked any questions relating to Rooney's desire to remain at United. Rooney has remained silent. And on top of that, he's left the pre season tour.
Fabregas expressed his desire to remain at Barcelona. The club president, largely in charge of transfers, stated he's not for sale. Tito, then Barcelona manager, stated Fabregas didn't want to leave aswell.
