I think thats bullshit, Max clearly forced him off, but if the stewards say no , then its OK them, Max will just think he can do it again.
Max ran Lewis so far off the track he ran himself off the track.
Wasn't expecting any penalty though, Max has actually done brilliantly to cultivate his image which gets him the benefit of the doubt in those situations.

So Lewis get's 25 places penalty in all and Max still needs to run Lewis of the track and the FIA This is almost as bad a win as SPA if he gets it.

Looking at it again. Max doesn't make the corner, therefore pushing Lewis off. His fault. Should have got a penalty.
look at his steering mid corner he literally lets it go straight to drift wide and push him off. I cannot understand it at all.
Looking at the replay, it's such an obvious penalty. Max basically has the Van Bommel superpower of getting away with stuff that nobody else gets away with.
