I've got a Ryzen 3800x, but it's clocked at 4.4ghz on all cores. My 3080 is undervolted and clocked at 2010mhz. I'm running on a 4k TV
All this is in the Graphics menu:
Basic has Film Grain, Chromatic Aberration and Depth of Field off. I've left Lens Flare on, but that's just personal preference. Motion blur is off too.
Then everything is at the highest setting (so start at the highest default option at the top of the settings screen then adjust) apart from Cascaded Shadows Resolution which is at Medium. All Ray Tracing settings are on with the Ray Traced Lighting at Ultra.
Finally, DLSS is at performance to get 60fps+ and Balanced to get 45fps+. There is a noticeable difference so you may prefer balanced and 45fps but that's up to you.
I'm finding it's very steady, but can drop to 57 to 58 occasionally, but it's 99% 61 to 64fps. I've had a couple of occasions where it's dropped by a lot and I get stutters, but restarting has solved that.
I did get lower when I started fiddling which was just weird. I think
@Redlambs said he had found the same, so it's worth setting the main setting to high, apply, restart and then just adjust the one or 2 things you need to change
