Considering the Van Gaal factor too, I'd say we'd still do considerably better than last season. I don't think people realize the impact Herrera will have on our midfield, he won't transform us completely, but the difference will be pretty big and refreshing. As for Shaw, he's an improvement on Evra of today.
I'd be very surprised if they were our only signings though.

Somebody have to go if we want to accommodate another CM. We have Fellaini, Anderson, Fletcher, Carrick, Clev and now Herrera...We still would need another CM that can win the ball back .... though that is probably being held for Strootman in January.
