For those laughing at EasyJet, I met Eidur Gudjohnsen on an Easyjet flight when he was coming back from Barcelona once.
You obviously know a lot more about Herrera than me, but Gundogan and Modric both started as no.10s and got moved to the deeper role because of their hard work and willingness to track back - similar to Herrera. From the sounds of it, and looking at Herrera's tackling and interception stats, it seems that moving to a deeper role could benefit him.

Actually, he is a CM who has been replaced in #10, and if Ekeke is right it was because of his disciplinaries problems, he can be a bit reckless.
Who'd be a good midfield partner for him? Obviously realistic names would help.

Well partly because of his discipline. 10 yellows and 2 reds reads like a Check Tiote total. Get this, last season Tiote was 10 yellows without the 2 reds...
But Bilbao also had a new manager and played a new system. Going to 4-2-3-1 from their 4-3-3 the previous system worked for them
Not going to pretend I'm an expert on him but from what I've seen and heard, he's very energetic and loves to get forward so someone who sits deeper and is more disciplined like Carrick or possibly a Carvalho. He could play with Strootman I'm sure but both are more box-to-box players so either one would have to sacrifice this tendency slightly (completely plausible) or they could play in a three with a holding player.Who'd be a good midfield partner for him? Take into account that there're plenty of soft fouls and diving around in La Liga and refereeing in Premier League is completly different.

Valencia was one of the best wingers on Europe for those two and a half season. He was our best player on 2011-2012 and one of our best players on 2009-2010. On 2010-2011 he was injured for more than half of the season but after his injury he immediately became one of our most important players displacing the player of the season, Nani. Ander was only injured twice since 2011 and has missed a total 13 games due to injury in that time. That's definately a good sign

I know that by Spanish standards he isn't disciplinced enough and tries a lot of tackles (some of them obviously are fouls) but I don't thinkt hat it will be problem on England when the referees allow tougher challenges. Its not a lie. Valverde made the tactical switch last season. He's just as adept as a central midfielder as he is in the attacking midfield role. Arguably better since he has the height and appetite for a tackle that work better in the heart of midfield.

You can judge a central midfielder by more than their disciplinary record you know, especially a young one.
By all accounts he was very accomplished in that role for Bilbao and has played deeper for a much longer part of his career than he has been asked to play #10. All of which means it's a position he is well capable of playing, so don't really understand why you keep bringing up "disciplinery" (sic) issues as a reason he can't do it for us.
