Given the back story of the summer, everything suggests that he's going to City. If Utd have bid, trust me that wouldn't have happened without the player and his reps being interested. Under normally circumstances, you could argue that might be to increase the fee, the wages or speed up the transfer but none of those apply as he's already showed his hand. He's also only a few months to wait before he can leave anyway.
It makes zero sense to bid on a player, that appears to have agreed to go to your rivals. How many kick in the balls do we need this season with the papers running with he'll reject it anyway and another example of the sea change, but conversely that's why I think there's a chance it might happen. Most would have argued the Rom transfer was a done deal....

How much do City actually want him? They are absolutely stacked for forward players and he'd be rotated a fair bit. I know they are oil rich but will they pay over the odds in fee and wages if they really don't need the player.
