It's not complicated really. For most offices the popular vote decides the winner. This would be at the State level or within Congressional districts, governors, mayors, etc.
For the Presidency, you are actually voting for a representative who will vote for President. States are awarded electoral seats based on population. Except for Maine and Nebraska, win the state you get it's electoral votes. Get to 270 electoral votes you win.
So if I live in say, Philadelphia, and I go in to a polling booth, do I not have the option of Hilary or Trump? Or is it that I have to vote for a representative that votes on behalf of the entire state (in which case I'd vote for the democratic rep).
