I'm genuinely at a loss as to why this would happen.
Is there something obvious other than racism that I'm missing? I really don't get it.
There must be something to Trump's allegations that the election is rigged, there's no way the police would be in on a conspiracy like this, they of all people know that black votes matter. Besides if they'd wanted to remove 45,000 black voters from the ballot papers they could have just shot them in self defence en route to the polling stations and nobody would have noticed the difference because second amendment
It's standard Republican voter suppression, same as the bullshit voter ID laws in the name of preventing voter fraud even though it basically never happens.

The problem underlying this is that Trumperites - as with all neo-fascists - want to control everything and everyone ... and all the things that they claim (e.g. the press is not independent) are just excuses towards this aim:
* Control of women's bodies (repeal of Roe vs Wade).
* Control of the press and media (because it's 'rigged' against them).
* Imposition of their 'moral values' on everyone else - e.g. we don't like gay marriage so no-one can choose this.
* The implicit threat of lots of men with lots of guns (NRA etc) for those that don't toe the line.
* Jail the political opposition ... on the grounds that they are corrupt or evil.
* Force companies (somehow) not to move jobs abroad
* Round up illegal immigrants - necessarily into concentration camps - prior to mass deportation.
.... and so on.
Fox were in a right state last night, the hour or so I caught when flicking through between stuff I was watching with my kids, was all about Drumpf saying the election is rigged and it completely working against him, rather than for him. They were all discussing voter apathy, and the "oh well if it's rigged why bother voting?" thought process, they really were very worried that he is hurting his own campaign yet again. He just keeps repeatedly punching himself in the face, surely he must be aware of that? Surely? Or do people honestly think he is so completely unaware that he just sits ranting blaming everyone else but himself? But deep down, surely he must know right?
