It means he told them how often or not the players will play and up to the players if they are ok with that.

It's not the manager's job to sign players. van Gaal only produces the list of who he wants then it's up to Woodward to sign them. He can't say we will sign that player or the other because it's Woodward who knows if we will do so.
Clubs only have to look at our performances to see how freaking desperate we are anyway. He could say what he wants but clubs will demand as much as possible from us anyway as they know very well where we stand.
