It can mean any number of things that were done. In Manafort's case its likely related to financial crimes with foreign entities.
They mention acting as an agent to a foreign power. He was doing that while with trump (in fact both were). I suspect that the financial stuff is easily proven and there to get him into questioning, but it will be the consequences of that one, guaranteed federal prison, that will have him turn.
Well, thats Manafort screwed. Thats a very serious charge.
Beats me when people try to move so much money overseas when all the banks are under the eye of US, no difference from a small criminal with no education and low IQ and someone with an academic formation and supposedly intelligent.

The Papadopolous thing sounds like Mueller attempt to sandwich Manafort into cooperating. If he doesn't, Papadopolous will merely tell the feds what Manafort did and he will then be in even worse legal trouble.
Papadopoulos agreed to cooperate with the FBI in July.
This story was about the same guy who it now turns out lied to the FBI and has pleaded guilty.
It even said they told him lying would be an offense and the interview was completely voluntary..
Mueller's obviously already flipped this Papadopoulos character and I've read suggestions that the fact that Flynn hasn't been indicted yet (that we know of) probably means he too has flipped.
unless "somebody" pardons him....
