Schneiderlin was in League 1 two seasons prior.
So was Dele Alli before joining Spurs, odd thing to say when he clearly proved at Southampton that he belonged at PL level. I actually think Schneiderlin has more to his game than Matic, he covers a lot more ground and has similar, if not better ability on the ball. Not to mention he's a few years younger, £20m for him seems like a bargain for Everton now.

The point is; Matic has won league titles. Schneiderlin's highs cannot compare to Matic's.
