That was before preseason and still wrapped up the deal in time to have him on tour. Now the season has started. There's no time to be dicking around.
The hold up however seems to arise from Luis Enrique wanting him to play games until Neymar is fit, which would quite frankly be stupid if Pedro gets injured and doesn't get his move sorted out before the window closes.

The Dave affair rather badly handled by LVG and United. But who knows what goes on behind the scenes. I think there is a bit of coldness there, as in the case of a certain right back. Maybe its time for a little love and appreciation in the direction of our amazing goalkeeper.
And De Gea potentially. We obviously don't have all the facts. If he had no intention of signing or has talked to Madrid behind our back? Then I imagine the club are not happy with the player. LVG is trying to build a team and instead, we've had to deal with this nonsense.
He's a decent player, Leicester have tried to spend a lot this summer.
The guy is refusing to sign a new contract and is actively trying to engineer a move away from the club, what exactly are you expecting?
I think he's had enough love and appreciation, he's been voted player of the year the last two seasons. If he doesn't want to play for the club he should be sold and it's as simple as that. He hasn't had the balls to kick up a fuss and get his move and now it's dragged on into the season. Get rid and move on, we've lost better players.
Why coddle a player who desperately wants to leave? Feck him.
