I agree. The first offer always seems to be exploratory though. If we really want him, we'll get him. It's a big IF though.

I'm getting genuinely annoyed by people saying "We should just pay up", even if we've got enough money to do so, football is - and will always be - as much a business as anything else, if you just go in directly offering what sellers want for their players, they'll just try and rip you off at every opportunity they get.
It makes sense trying to negotiate, even if it in the end doesn't result in a cut in price, it might be the structure of the deal pushing parts of the payment into the future and based on factors such as succes with the team, appearances or something like that, which will be paid if the player becomes an important part of the first team.
