Is it me, or was it illegal to hold talks with a player without agreeing terms with their team first back then?

Has it changed, or is it that nobody cares?

No, you can't talk to a player under contract without the express agreement of his club. The clubs don't have to agree terms.

I think we should be fretting about it. We are desperate for improvements in our squad. We are miles behind the very best in our league let alone Europe. Yet the likes of Barcelona are buying players like Malcom to sit on their bench and heavily linked with the very best youngsters in Europe like De Ligt. We on the other hand don’t look to be doing activity this transfer window. Let’s not forget our net spend for transfers is around £50m this season, we should be spending at least £100m a season until we are back on top, otherwise we all know where that money is going to.

Juventus deem Ramsey good enough for them but we don’t? For a free transfer it’s a fantastic buy and then we can put our transfer budget into strengthening other gaps in the squad. That is my issue.
We can't negotiate with Ramsey. Juventus were always going to the jump on us. It's also cheaper overall for them to sign him and he joins in the summer than for us to pay Arsenal a fee and sign him now.

Nobody has ever really cared.

I'm asking because I do remember that about 10 years ago teams would make a fuss if you approached a player that was not under Bosman ruling. Also, the whole Ferguson-Stam ordeal started when Stam admitted that he had agreed terms with us before we approahed PSV.

Now, every transfer scoop casually mentions that "x team has agreed terms with x player and all that's left is to agree with x player's team"

Barca's obsession to me suggests there's something shady going on. It all has to do with Kia Joorabchain imo. Willian has been promised to a Chinese club and Barca are going to make a profit of some sort.

Barca seriously need some power and speed in that midfield.

Barca's obsession in my opinion comes purely because he's a flashy Brazilian. If he was from some less glamorous footballing nation I don't think they'd look his way.

Why are Barca obsessed with Willian?
I think its Valverde. He wanted him last summer too. Dembele coming into form playing on the left, they do need a right winger and Malcom hasn't done anything to make that place his.

Who's UTD Mark? I'm not sure how Juve would fit Isco and Ramsey into the same team, unless they are buying in depth.

What's the beef?
Cristiano believes that Isco slows down the game a lot, also in the past he protected and encouraged the club to keep James, perhaps because he was represented by Mendes, which Isco didn´t forget.
Out of the field - and this is a mixture of opinions, ITK, radios, etc - it is said that they barely spoke, and that the mocking character of Isco did not work very well with Cristiano

Wouldn't mind us going for Isco at all. Or Dybala for that matter.
