if true (and that's a huge IF, since it's the Mail), then I'm with the club on this one 100 percent. Shaw has been good lately and spending 40m on an injury-prone Rose seems pretty pointless. I'd much rather keep Young/Shaw right now, buy Sessegnon and loan him back for the rest of the season.

Until you look at Conte's CL record (PSG' goal). Even this season, they ain't exactly impressive qualifying for the knockout round. Unless they eliminate Barcelona or put up a strong run, it doesn't make sense. Also Conte being strict maybe bad considering Neymar and co. Clearly Neymar is more expensive and difficult to get/replace than any coach. Not really true. End of the day board and coach should sit down and make sensible decisions, not just throw the cash because we can or coach wants.
I agree to the extent that their job is to make ends meet and to assess, in collaboration with the manager, how the costs of all targets fit together with the money available.
If they are sitting there saying "we don't think danny rose is worth what you think he is" and basically vetoing his decisions, it's a bad situation.
