Trump's entire life and MO is about truculence. He thrives in an environment of chaos. Waking up every morning and asking "Who do I mess with today?" is something he's been doing ever since he realized he had money. This was said by someone who knows him very well. For example, he failed to pay the caterer for his last wedding simply because he can AND the thought the caterer was "too small a person" to fight that battle in court. His answer to her after she asked for payment was "You did my wedding, that should be enough publicity for you".
