This may happen when you try to run Counter Strike on 64-bit OS. To solve this issue, simply:
- Right click on the game shortcut, choose Properties, Compability,
- Check "Run this program in Compability mode for": choose Windows XP SP2.

Don't know about the error, but a vastly underrated game! Make sure you get the mod that opens up the character histories too which gives more class options.
