a) Appoint a qualified, proven manager.
b) Back him in both the transfer market and in man-management for at least 3 seasons.That means giving him the players he wants for at least 6 windows, and let him make all the decisions regarding who gets sold and who plays. Basically, take power from the players and hand it to the manager.
Now, I know we already partially did this before. Van Gaal was a very outdated manager, so let's count him out. He was also mildly insane.
Mourinho was backed in the transfer market for 2 years. But he clearly wasn't backed in his power struggle for the dressing room against players like Pogba.
When the club decided to not back him in getting Maguire and other key players in his third season, he was a sitting duck. Cue the toxic relationship and firing.
In summary, appoint someone like Klopp and give him all the power to influence his squad in his own way. Do what Liverpool has done, with a better manager than Ole, who is arguably one of the worst managers in the Premier League.
