I think the R1+2 reinforcement restrictions still allows the exact strategic effect you mention, its just at one tier down. I mean look at the R3 picks so far (Cannavaro, Iniesta, Henry). They are already going to be instant 1v1 upgrades for some teams' R6+ picks just not as obvious as say Maldini, Messi and Ronaldo (both).

For direct upgrades yes, but what about trade offs? If you know you can't ever get Ronaldo, Ronaldinho, Rivaldo, Bobby Carlos, Maldini or Nesta it's far easier to pick Cafú. If you are pining for one of them chances are you'd end up with a shit RB instead and someone who will REALLY try get the best out of him will plump for him (not that Gio won't here, but you get the point, you don't pick him just for quality because he no longer presents much of a constraint).
