They're at a point where they can buy without selling. Keeping or bringing the best players must be a higher priority than making a profit.

I agree, but Bartra isn't a bad player. He's had limited chances, sure. But its a win win for Bartra and BVB. Bartra plays without pressure of big fee or the standards expected at Barca. For BVB, they know that it's a cheap deal so they have nothing to lose financially

How many bosses are they targeting? First Mou, then Simeone now Emery and all while Blanc is still in charge. They are becoming the next Madrid.
 
Wenger should be held accountable for his actions,he decided now to get spine for new season,now when everyone else will try to bounce back,JM in United,Pep in City etc. Not only those clubs got new managers,they gonna spend tones too. If he fails to win next season a title,he will say how they got out spent,how Arsenal spend also as proof of their ambition same old crap just different package.
