No disagreements on Woody being incompetent and the Glazers being leeches, but the bolded part is United Exceptionalism and is sadly out of tune with the times. In the last 15 years, we have never had more pull than a club like Madrid even at our peak, and the times where we'd storm in and players would be jumping to join us are in our rear view (for now). It's ridiculous to assume - especially after the dumpster fire of the last few years - that we can walk into the negotiating room and throw our balls on the table and expect the other team to acquiesce to our demands because their player so badly wants to join us. Whether people will admit it or not, we are challenging for the top 4 next year, not the title, and it will probably be 3 years before we can put together a legitimate title run. We can still lean on our rich history, but the footballing landscape has changed and we are no longer one of the biggest fish around.
That 100m report is the club briefing potential clubs that we are not going to pay ridiculous fees for their players. I'm sure we have the money, it's just a negotiation strategy.
Why on earth would he leave? He's a grown man. Not someone who is likely to throw a hissy fit because we haven't landed our targets yet.

- Ole made it clear to the board that a raft of early signings were imperative, and the board concurred.
- The opportunity to male early signings and have a proper preseason as desired, has virtually passed.
- The club is finding it harder to operate in the transfer market than ever. When they signed Pogba, they had already signed Micky Targarian, Bailly, and Ibra, and The Pogs was convinced to sign because he believed the club were headed back to the elite.
- Players have doubts about the “faltering club”. Doubts about how long Ole will remain in charge, and doubts about giving up CL football when the trajectory of the club seems interminably downwards.
- United are able to offer lucrative contracts, which means agents are keen to talk to them. But the stability of the club is a major concern, and many are reticent to parachute their players into such an environment.
- Sancho wanted to sign, but the failure of CL football and the unconvincing appointment of Solskjær means he wants to remain in Germany for at least another year. Dortmund quoted 100m for him, and United don’t want to pay that.
- United have offered 35m for AWB, then upped to 35m plus 15m in variables. But Palace wants 50m up front.
- Top priority is defence. And a commanding CB. De Ligt is most wanted but United think they will miss out on him. Second it KK from Napoli, but Napoli don’t want to sell and have quoted 100m. Which has led United to Maguire. They were quoted 60m last summer and baulked at that. This time around LCFC want 80. United not prepared to go above 60. CB pursuit is not looking good.
- United have a lot of money to spend and while they are prepared to spend it, they refuse to be taken advantage of. Which presents a problem because clubs and agents know they are desperate for signings.

At this point our pre season is going to have to look like his first month in charge to persuade incoming players. That way they can point to lack of fitness for reverting back to a cautious tactical approach, which saw a dramatic drop off in results.This makes sense. This ties in a bit with what Philb De Brun said, the club are basically bidding below what they know other clubs want for their players, just to show the are trying to do something, the defence thing especially, KK was always valued at that so just don't bother if you won't pay it, Maguire is valued at £80 m so lets waste time trying for him when we know we won't pay anything like that, AWB is valued at £50 m so let's make a bid we know won't be accepted, if they'd valued him at £60 m, we'd no doubt be bidding £50 m.
You can only make a 'raft' of early signings if you're prepared to spend the money, have all the players identified early on, know they want to come, and have the people in place to make it happen, we clearly have non of that.
It's no wonder Ed was so keen to get rid of Jose, he'd have hung out to dry by now, Ole will just smile & make out all is well.
Or, you open a bid below what you know they'll accept to set a starting point for negotiations? Hardly an uncommon strategy.
