I was considering some players who were acquired by a big serie A team in 1999-2000. They did play in the league so will qualify, but going by 'peak' definition, will 1 year suffice?

As long as they have 40 games within the stipulated time period the player is eligible. How they are rated depends on voters.

They can't have entered Serie A during the 99-2000 season and still have 40 league caps in the time frame.

This is going down the Seville in Italy road.

As @Moby said you can't have 1 season player to qualify for the criteria if they were acquired in 99/00. Even if they have played an extra game due to tie breaker rules at the time the league was 34 games so there's no way.

You need to have at least 2 seasons of a player during that period to be eligible and IMO, barring injuries 60 games are more than enough to judge a player peak/form at the time considering it's a decade period, not career high.

Think you are pointing to Sheva, but he's not eligible, despite a great one year he had at that time.

Its all going to be subjective in this draft with each voter having different criteria I imagine as there is no definition of peak given as guidance in the OP.

Some players have less than 3 years, some have injuries taking up a portion of that, some have stints in Serie A interrupted by stints in other leagues.

Everyone is free to judge based on their own criteria.

So now being a good player/peak performing is about playing for a big team? That's news to me.

E.g. take Bierhoff. Yes, he won the league with Milan but Zaccheroni took him with him when appointed for what he was already doing at Udinese. I would definitely consider the Udinese performances. In fact, they show he wasn't just doing well because he was at a top/dominant club.

Same for Baggio, I actually rate him highest at Bologna, on par with his best form at Juve. AC? Inter? Meh.
