Is a small bite worse than headbutting someone.... no, but if a players completely nuts someone (not a Pardue head rub) they'll get a 7/8 game ban tops, if he does it again probably 10/12 games but to do it a third time would incur a huge ban, just like this one,

This incident cannot be taken in isolation, it is the third time he's done and who knows if it'll be his last because a 10 game ban didn't seem to change him
Liverpool should as of this year start refusing to send their players to International football. If the chance of players getting banned from domestic games then why take the chance?

*IF* they have proven that he bit Chiellini (I only say that, as I am yet to see any evidence from the front, showing any teeth, and the still image of Chiellini's shoulder looks "odd" to me), but if they have, then I agree that he should get an unprecedented punishment, as it would be his third time.
However - the punishment should ONLY affect Uruguay and Luis directly - Not Liverpool, for whom he wasn't playing at the time.
I could understand a 1 or even 2 YEAR ban from internationals, but FIFA should have no say over the club.
As far as club football goes, if they want to punish the player, then impose a fine equivalent to those 4 months that he goes unpaid for.
Added to that is the fact that they have effectively banned Liverpool from having any say on the matter, by only allowing appeals from either Luis or Uruguay and it simply compounds the issue.
Finally, let's not forget that this could have a huge financial effect on Liverpool FC as well:
Not only are we now less likely to progress in the Champions League (the draw doesn't matter - they have removed a central player), as he is banned from ALL football activity and banned from even entering ANY stadium, we can't even use him to meet/greet/incentivise potential sponsors, etc..
Whilst I accept that he needed to be punished (if they proved it) - This ban goes WAY too far in my opinion.
He should be banned for internationals, fined and ORDERED to accept psychiatric evaluation and assistance.

Some of their concerns are valid, Liverpool have to pay wages while he takes a holiday for 4 Months, as the maximum possible wage punishment is only two weeks. Although it's their player, this tournament has nothing to do with them, he'll not be able to play 9 games for Uruguay and more than 15 games for Liverpool.
