If it's with player, no reason why the board can't move the goal posts? United could easily pay and it's not a price which looks bad for player like him. Sterling went for 62m, so if the board asks for 40m (obviously after consulting with Pedro) I don't see why anyone should have a problem. The board needs to sell it's stars at proper rates.
