Yes if you have a buy-out clause in a players contract.
What i mean is if you do not have a buy out clause as United never do then you always have complete control and can theoretically refuse any offer you receive for a player if you want to.

As for buy-out clauses, I think most of them come to be by the player signing insisting on one. Take Suarez for example, both him and his agent probably knew he could someday be worth a lot of money and made it a requirement before signing for Liverpool.
