No, they're not allowed to review penalties. But when there's any ambiguity regarding a hit which leads to a score the refs should always have recourse to a booth review. It seems logical to me.
Dungy claimed it was illegal as Browner did make contact with Green's facemask (then why are stiff arms allowed?). Some ref, Jim Daopoulus, on twitter claimed it was a legal hit.
My bench, right now, consists of 41 from Le'Veon, 19 from ODB, 16 from Martavis and 17 from Julio. I would've wrecked someone if I actually had a match-up this week.

He's ridiculously hyperbolic, though. And his ramblings always begin with "This guy". As in, "this guy's playing the quarterback position as well as anyone ever". Or "I call this guy The Terminator because he takes punishment but he keeps coming back for more".
