All the Barca players have buy out clauses. I can't link to articles regarding his new contract but they all mention his buy out clause.

Agreed, but a lot of people have complained we dont look any stronger on paper compared to last season with our current signings and looking at the Perisic thread a lot aren't crazy on him either.
Neymar would immediately inject world class quality into our frontline and he could act as both our 20 goal a season player AND the flair and creativity out wide that we lack not to mention give the whole squad a boost and up their game too.

Last season, if we had someone like Neymar on the wing, we would have finished 2nd minimum. Jose's tactics can work around an average defense and make it solid enough, so we could do without Lindelof and Matic. We would need a striker in addition to Neymar though since we no longer have Ibra, so its' not fair to put Lukaku among the choices.

Your problem last season was lack of goals. Neymar as the focal point of the attack provides goals. He's essentially a much better version of Ibra at the moment in how he can both create and score goals
But more to the point, would perisic, lindeloff and matic really solve those problems? You're still going into the season relying on Rashford, Martial, Mkhi, Pogba and Mata to score goals. If they repeat last season, you're no better, if not outright worse. Neymar improves you instantly, no matter what

To make this clear: i think at most, signing those 4 would improve you as much as Neymar alone would. If the players i mentioned before step up, you'd be better with Neymar than those 4. If they don't, it would make no difference
Absolutely no chance this will happen. Neymar will sign a new bumper contract at Barca any day now if this continues to rumble on for the next couple of weeks. If Barcelona are in any form of financial trouble, they could sell their whole youth academy and fringe players for well more than this single transfer alone. They're not going to sell one of their jewels in the crown and strengthen a direct rival at the same time.

If you think about it, selling Neymar and getting Verratti in exchange to reduce the fee for PSG would be great business. Then depending how much PSG pays, use that money and get Dembele or Mbappe. Two young world class talents for the price of one.

When Jose said that Pogba's fee would look cheap in a year's time, he wasn't lying. Pogba was a bargain given the way the market is now.
