I think others have done some great suggestions, here are the categories which I think need replacing:
Less than 25 NT caps: a bit boring, done before
Won a 2nd division title: super small pool, maybe I didn't research enough and others can comment on that?
Other categories need some more specifics to work more seamlessly:
No top 4 league team player over past 5 years: Does that mean any player who has played one match in a league outside of PL, Serie A, La Liga and Bundesliga since 2013 is eligible? Or just those players who have spent the last 5 years outside of those leagues?
Never won any top division league: How does it work with Brazilian state championships or state tournaments? Are those considered top division leagues? They didn't have a proper top division before late 60s if I remember correctly and that makes every one of those tournaments the "highest tier".
Who has the same first name or last name as someone else in your team: How does it work with Brazilians where every second one has "dos Santos" in his name? What is considered the first name and what is the last name?
Has at least 1 cap for a country that has never reached the world cup finals: I assume that means a country which has never reached the tournament, not the last game? I would strongly suggest to make it the latter to make it more balanced.
Who has received not more than 2 Ballon D'or votes in any year of your choice: This needs a new wording because as it stands, it's a free pick. I can just choose the year where some player is 36 and playing in some retirement league and it is a free run at Non-Europeans before the mid-90s as well.
