No. It's legal it's what all the big companies do including Tesco. I belive one of the big household goods companies have placed all their intellectual property in Ireland where corp tax is 12.5%. This company in Ireland bills the UK operatoins billions for the use of the intellectual property. These trasnfer payments are legal. So insetad of declaring billiosn of profit in the UK they declare say half a billion and pay the tax on that.

It's not tax evasion. It's tax avoidance which is legal. Every major company does this.
If we offered 12m to Werder then that would eventually leak out. City would probably offer 20m just to feck with us but it would have taken them a day or two to react.
For all I know our plan is to offer Bremen 12m the day before the CL game. Bremen then have a decision to make before the CL game kicks off. And maybe they choose to take the money. While City have not had time to react and prepare a counter offer.
Of course this is all idle speculation, and does not take account of the fact that the player himself mostly chooses his destination. But these are the kind of scenarios that you can see in these kind of transfer sagas when you can't just offer huge sums of money early on, and blow the competition out of the water like City can.
It's fascinating really. One thing about all the idiotic transfer gossip and journos making up shit is that the real behind the scenes stories would be really interesting if we could see them.
