I would welcome him with both hands. I believe he is just the kind of player we needs in midfield. He is so young, technically gifted and hard working player. He can only get better. I Remember his CL performance against Chelsea in 14/15 in which he basically tortured them in midfield. I am sure that Jose will love to have him in the team.
Having said that, there are many factors which are against us in this case. First of all, PSG are aiming to be at the very top and Verratti is an integral part of their plans. Secondly, money is not an issue for PSG. So, even if we offer a huge amount for him, they are not going to accept it. 3rd, there are no indications that the player is unhappy at PSG. 4th, we don't have CL football next season. 5th, even if he wants out, there are more interesting options available for him than us with the likes of Real, Barca and Bayern.
The only way to get him is if Jose and Ibra can convince him to ask for a transfer and we offer PSG a lot of money or offer them our player(s) who they are interested (and i am afraid they will ask for Martial).
We should tell him Rooney is untransferable and then start bidding for Verratti.
The only thing that might play in United favour is that he admires Ibrahimovic, so if Ibrahimovic joins, he could be convince. After that the question is to know if PSG are after one of our players. Darmian, Schneiderlin, Memphis and Martial are interesting players for them.

Surely he doesn't want to be in France league for ever, where the competition is very minimal. PSG could have been absent for 10 league games and would have clinched the title anyway. Verratti's biggest problem in the PL would probably be keeping his head admidst some of the midfield battles. He's wild at times and malicious to boot. His size and stature wouldn't be a problem. Joe Allen isn't much bigger, nor Kanté, nor was Scholes, nor Makélélé, nor someone like Denis Wise when the league was much rougher than it is now... you get the picture, I'm sure.He's an amazing player and I would be happy to have him, but does he have the size and power to really compete in our league? The only way this happens is if Verratti forces it, and I doubt he'd do it, since he's basically the main man at PSG and has unlimited money thrown at him by the oil tyrants.

In many ways, his tiny stature makes him even harder to deal with, as he has a tremendous balance, a low centre of gravity, is dogged in the extreme and can attempt far more standing tackles in the same amount of time than a taller player can. He's also a proper runt when it comes to getting himself right under players when they go up aerially, which wins fouls or puts his man off.
Mourinho would also put size and mass in and around him just as he did with Makélélé.
