No, in most clubs the manager does not make the signings. In fact, in many clubs, the manager has no say at all on the signings.
The response to this on this thread is very unsurprising. We do seem to have a lot of people who relish the chance to attack Messi for something or the other, regardless of how ridiculous it may seem.
This seems mad from Barcelona. They sell him now and they can get him off the wage bill and get at least 200mil from him. Wait another year and he goes for free. Seems terrible management to me, a massive missed opportunity to cash in and start over.

Why is Messi getting shit for this? If he finds the board incompetent and don't believe that Barcelona will win a major trophy for many years, then it makes perfect sense to leave now.

Yeah, in most clubs (actually not only in football but also other sports like basketball, American football etc), the manager has little to no say in signing. They are done by a general manager, some board or in football director of football. EPL is almost unique in that aspect when the managers had almost full power on transfers.
If I was a Barcelona fan I'd want him to sell Messi. Ok his ego doesnt want to be known 'as the president who sold the greatest player in Messi' but yeah how simplistic. Isn't it a better decision that instead of bburying head in sand for one season with an unhappy player! Barcelona could net a 120m + now instead of one season of Messi.
If he is going to stay for one season then they need to get their targets for a rebuild straight away and I don't mean just signing players this window but January and also setting up targets and stratgey for next summer when Messi goes so a new team is being built. Avoid the Neymar problem of spending ridiculous figures because every club knows they just netted 220 million + to spend. .. So i dunno maybe the right decision in the end lol? So this gives them time to plan?

You are missing the point. A man who is serious to leave (especially for a contract that allows him to walk) gets his legal team into action much earlier to go through his contract and stuff and decide when to put in the official transfer request. And the legal team advises as to how to deal with things if the board is hostile. I mean that's what they are paid for. I don't think if the legal team had looked into the Jun 10, they would have just assumed that it meant end of Covid season. They would've at least sought an official clarification.
And on top of that Messi thought so low of Bartemou (by end of last season itself), that it makes sense he put everything on paper rather than Bartemou "told me so at the coffee machine".
Besides what is this under wraps thing. An official transfer request is ideally supposed to be a conversation between the player's representatives and the board. It is not his job to worry about how confidential documents are handled by the club.

He's won league titles and Copa Del Reys in the last 2 years, it's not really enough to count as trudging through the football wilderness. So yeah, it's 5 since he won the Champions League but that's an incredibly difficult achievement. He shouldn't expect to win it easily. Just look at PSG and City, for all their millions. And those are 2 of the clubs he's been linked with to give him a better chance of European glory.
I get him not being happy at Barca anymore and that's reason in itself but suggesting they're not really competitive is pure bollox when you look at almost every other club.
What matters is what Messi believes. If he believes that there is a legitimate chance that he wont win another major trophy if he stays at Barca, then he is well within his rights to leave if this is important to him.

In October of last year, he did an interview saying that in recent years they had always had a winning project, and that in the last two years it had been their fault (of the players) and not the project.
And in February of this year he said that he had never thought of leaving Barcelona, and that if the club wanted to, he would continue.
Reasonable, things that are said to the press, but contradictions after all. He didn't seem so unhappy those days.
On one hand im disappointed that we won't get to see Messi in the PL next season. Would be huge for the league. On the other hand happy city didn't make a complete mockery of FFP (if it isn't already known how weak that is)
I think the 8-2 result plus the decision to transfer list his best friend were the main catalysts in his decision.
