top1 is not wrong and neither are you. The problem with your logic however, is that, 'the grass is always greener' and you forget players like that Lingard, Valencia, Fellani and Young (who I massively dislike but can appreciate his contribution) have delivered to a good standard.
The times when we've had 'better' players or players with more ability, they either themselves have failed or the managers have failed to get the best out of them. Case in point, Herrera (under LVG), Di Maria, Falcao, Schneiderlin, Schweinsteiger, Depay, Darmian etc etc.
You can have 'higher' standards but you've got to appreciate the ones that are doing the job already. It seems your disdain and criticism of Lingard should be channelled to why Mourinho isn't getting the best out of Martial, Mata, Rashford etc or rather why those players that are technically so much or are even twice the player Lingard is, can't offer the same kind of intelligent movement and off the ball running that our style of play and static attack needs.
