Well I think Southgate has called players up based on what they do for their clubs, but he will puck his team based on what he sees in his own presence, which I’d go as far as saying is common sense even. You can’t pick a player who is in front of you and not impressing over someone who is.
Albania, Iceland, Ireland etc - that’s the job. That is international football, and what the squad is being picked to play against more often than not. Dortmund don’t play the best teams in the world every week either.

and if we go by that logic then we should be buying Tripper to replace Shaw and Chelsea should be in for him to replace Chilwell

Sometimes the manager just doesn't fancy a player, prefers others or others are more suited to his style. It's very little proof of anything at all.
