Once you stay in Sweden you have exactly the same right as a national Swedish, social care, medical care, economical aid, etc. The only thing that changes when you become a Swedish citizen is that you have a passport. You are referring to people who come from different countries not people who were born and raised in the US. If someone was born and raised in the US they don't need a Green Card or Visa.
