No logic in that at all. You basically get punished for being the best in your group or you try to strategically choose how to come 2nd without the other best team trying to do the same.

Just have a Quarter-final stage, where you have 3rd Group A v 2nd in Group B, and vice versa. Have both 1st place teams advance to Semi-finals.Well it gives the 1st place team a lifeline for finishing top of their group. Not that I think the system needs changing.
