Why? That bid has expired apparently, and if Barca do sell now it's because they never wanted him to stay, and so will be getting more desperate to cash in, whereas we are now not as desperate as we were for him, and have been messed around, so the price drops.

I think as desperate as Barca are, they would rather save the embarrassment of being mocked by everyone for having to accept half the fee they agreed. Just to save face, they’d probably just carry on paying FDJ a ridiculous wage.

Right now it’s looking like they don’t have any option. I’m sure if we go in with a price of £40m, there will be a queue of clubs ready to take him at that price. One of the main reasons many clubs aren’t in for him is because A) he doesn’t want to leave B) not many can pay 80m+ for him

Agreed. It would be madness to remain at a club where you’re despised by the fans and frozen out by the manager, just collect huge wages. Or to take a massive haircut in wages and still be frozen out by the manager. Especially at his age.
Barcelona HAS to adapt because Xavi's system is dead with Busquets retiring. There's not alternative to Busquets (Rodri maybe but he's not leaving Pep and is slightly different) so it's a necessity to change unless he's planning on playing with busquets until he's 42 (and getting eviscerated in the CL because he can't defend anymore).
Looks unlikely however Van der Kraan has said the club will go in again before the end of the window.
