Aren't those lap times now limited so any particularly egregious slowdown would put them outside that lap time and in line for reprimand? Or was that just a Monza thing?

There’s been loads of breaches of that rule since then though.
 
It literally isn't doing anything of the sort, he's simply saying that Perez was unlucky, too aggressive but he'll get over it. Nothing to do with shifting blame to any other driver.
He s saying that bc Max was pushing Charles wide it led to a chain reaction that caused Checo to get hit. He is most definitely suggesting this wasn't all on Checo.

As far as the backing up rule: I agree it won't solve the underlying issue. Several drivers have continuously spoken out about why it's done and that almost all of them do it at some point for good reason.
 
Max's damping isnt setup correct, hes only locked in with that setup for the sprint qually and sprint itself. Can you change car setup for race qually on a sprint weekend?
 
Surely there are better drivers than Tsunoda and Sargeant not driving in F1? It's hard to see how they keep their place next year(except politically).
