Yeah cost caps and active suspensions don't go together.
Which is why I believe the FIA will need to back down or ease the cost caps a bit. Maybe make an exception for the implementation of the suspension package. If they don't they run the risk of drivers staging a protest or potentially even going on strike. After what happened last year the FIA will desperately want to avoid the negative publicity.

You mean Merc drivers going on strike? Everyone in the paddock will be very sad for this.

Every team bar the Red Bulls have had porpoising this year. It is not just Mercedes who have been vocal about the issue.
Some form of it and it was mostly resolved for the majority. Only Merc have it in such a disturbing way to their performance.

If the drivers think their health is in danger and the FIA aren't taking it seriously then it is feasible. Remember the 2005 US Grand Prix where only the Bridgestone runners started the race because of the safety issues regarding the Michelin tyres?

It's not about the performance, it's about the potential long-term health implications the bouncing could be having. They are already complaining of neck pain and there will be concerns about what it is doing to the brain.

It is about the performance though. Mercedes could get rid of the porpoising but it would make the car even slower.
 
It seems like Red Bull are aware they will be quicker in the race.
