Oh the LB. I'd say, they have more pressing concerns in their CB department, and would need to have at least 1 good defender in there before they go for a LB.
Why? Terry & Cahill was the best CB pairing last season, Ivanovic can play there, too, so does Kalas. Plus, we bought young Frenchman Kurt Zouma in January. I wouldn't say no to a quality CB, but it's hardly a pressing issue.
Do you think Terry would last this coming season the way he did last season? I have my doubts over that. Cahill, for how good he is, is still a notch below the World Class level. Ivanovic can play at CB, but he your first choice RB. So you are essentially left with Cahill, Terry, Kalas and Zouma for CB. 1 CB on the wane, 2 youngsters. Don't think you can mount a title challenge with that.

If they do sign Luis, Azpilicueta would move over to his natural position at RB, leaving Ivanovic able to move over to CB. I would say Luis, Azpilicueta, Kalas, Zouma, Terry, Ivanovic and Cahill is enough defensive depth.
It's not easy moving a player from one position to another, especially when he has been playing in the initial position for years now.

He'll definitely be a more effective player in that sort of system and may even be seen as one of the best around for a short period - like Pique - but paying that kind of money for him? It's more than Thiago Silva cost at the same age, and he'd already shown himself to be a world class player in a variety of systems. David Luiz on the other hand has done stuff like this:
