The first and most important requirement to be a big club is to win titles. Of course tradition and history take part. But make no mistake there are no big teams without titles. 100% believable - there's a school of though in economics that you should never go above your set spending budget, and a lot of people follow it religiously to the point that it doesn't make financial sense (false economy).
It's the reason why companies lose employees because they refuse to pay them a fair wage, but instead end up paying more to replace them.
I've been butting heads with my companies finance head for months now because their set budget for employee equipment is too low, and they don't understand the knock on effect it can have in productivity and employee engagement (the latter is mostly in cases where the employee asks for equipment and they're turned down by the finance dept., even though there's a good use case for said equipment)
