Exactly. There are plenty of reasons why he could have chosen Chelsea over us. That's not to say he definitely has because its impossible to say for sure but statements like we definitely werent in for him and that's why he's off to Chelsea are plain weird.
I don't think Cesc would enjoy playing for Mourinho, he's the opposite of the ideal of Catalan football, instead of open and fluid his teams are closed and rigid.
If Cesc would change his game to suit Mourinho I'm sure he could be a very valuable player, but we would want to unleash his creativity and give him license to make choices on the pitch.

I don't think Hazard's play has been in any way rigid under Mourinho and part of the reason Fábregas hasn't worked at Barcelona is because he is very direct and forceful which should fit in well at Chelsea.

Yeah it's pretty ridiculous considering he is actually available and our midfield is an embarrassment. To let him go to Chelsea too is just crazy, van Gaal must be very confident of bringing in some serious qualityif we're not even in for him. I think there's something to the Schweinsteiger rumours so looks like van Gaal would rather we went for him.
Although it would be fantastic to have schweinsteiger at united, wouldn't he just be a quick fix? He would def bring some discipline to our awful midfield.

I think it's more to do with the type of midfielder LvG wants. I think he's happy with Mata in the hole, and wants two defensive/box-to-box midfielders in behind him, and Fabregas doesn't fall into that category. Obviously it's all guesswork, but I think he's being selective. Still, when someone as good as Fabregas who can play a deeper role is available at a great price, we really should pursue.
