Complaint row derails United bid for Berbatov

Manchester United are this week expected to increase their offer for Dimitar Berbatov but will still fall short of the £30m that Tottenham Hotspur regard as a minimum for the 27-year-old striker.

But United have also told Spurs that they must drop their complaint to the Premier League alleging that they had inappropriately pursued the Bulgaria international. The demand has caused anger at Spurs who had hoped that United would apologise to facilitate the deal – as Liverpool were forced to when signing Robbie Keane earlier in the summer.

However, given the breakdown in relations between Spurs and Berbatov after he put in a transfer request and then claimed he wasn't "psychologically ready" to play for the club, it appears that a deal could finally be struck for between £25m and £28m. Spurs are considering making a €15m (£12m) bid for the prolific Colombian striker Falcao as they desperately attempt to improve their attacking options.

Relations between United and Spurs remain fraught but equally strained are relations between Berbatov and Spurs. He was left out of the squad for Saturday's 2-1 home defeat to Sunderland, despite scoring two goals for Bulgaria in midweek, with head coach Juande Ramos calling it a "strange and conflicting situation". The club also accused the striker of being a disruptive presence in the dressing room. Ramos said Berbatov's behaviour had "repercussions" for the rest of the team.

Nevertheless, Berbatov did train on Saturday with other players who were omitted from the squad to play Sunderland and he also held talks yesterday with Ramos. The head coach wanted to ascertain directly from Berbatov, and his agent Emil Dantchev, who flew in for the meeting, how determined he was to leave Spurs before the transfer window closes. The Spurs board have not yet fined Berbatov for his behaviour but are considering whether to do so.

Spurs have also been bitterly disappointed that despite their attempts to raise interest in Berbatov from other clubs, primarily in Spain, United – who tried to buy him last summer – are still the only serious bidders. Their initial offer of £20.5m was rejected, with Spurs insisting they wouldn't accept less than £32m, although it now appears they may have to do so.

Having sold Keane to Liverpool for £19m Spurs are desperately short of strikers and have been frustrated in their attempts to sign replacements. Bids for the Russian pair of Andrei Arshavin and Roman Pavlyuchenko have failed with the former's club Zenit St Petersburg asking for more money, and Spurs claiming to have moved on to other targets, while the latter has indicated he doesn't want to move to White Hart Lane. Spurs have also not progressed in their efforts to sign Roque Santa Cruz and Diego Milito while they have denied being interested in Dean Ashton, Diego Forlan and Freddie Kanouté.

But Spurs' representatives were in Argentina at the weekend to watch the 22-year-old striker Falcao – full-name Radamel Falcao Garcia Zarate – score for River Plate in their defeat to Banfield. Spurs accept that they need to buy at least two strikers if Berbatov is sold after a disastrous start to the season.

United, who play Portsmouth tonight, do not have another league game until they face Liverpool away on 13 September as they play in the European Super Cup this Friday against Zenit, which may further strengthen their bargaining power with Spurs. They are also looking to off-load Louis Saha who has previously been a Spurs target.

The situation is causing frustration at White Hart Lane even though they would be more than doubling the £10.9m they paid for Berbatov two years ago.

Speaking after the defeat to Sunderland Ramos admitted that he had never had a similar situation with a player. "Players go through physical fitness issues, good or bad and in this case it's psychological and we've just go to deal with it," he said.

When told that the Sunderland manager, Roy Keane, had said he would drive away any player who said he didn't want to play for his club, Ramos replied: "Roy Keane is a great manager and has been a great footballer, with a lot of experience, so that's an interesting point of view. Yes, a very interesting point of view."

DANIEL LEVY must make an embarrassing climbdown as part of the £25million sale of Dimitar Berbatov to Manchester United.

Tottenham striker Berbatov reiterated his desire to join United ahead of next week’s transfer deadline in a meeting with boss Juande Ramos and board members yesterday.

Berbatov is understood to have been fined a week’s wages for telling Ramos he did not want to play in Saturday’s 2-1 defeat to Sunderland – but he is set to report for training today.

Yet United have made it clear they will pay the £25m asking price, and offer Berbatov £90,000 a week, but want Spurs chairman Levy to drop his claim they made an illegal approach. Levy had accused United boss Sir Alex Ferguson of arrogance and hypocrisy for his pursuit of Berbatov, but the Premier League want more evidence.

For the second time this season, Levy is facing the prospect of having to drop a complaint. He stood down in his row with Liverpool to allow Robbie Keane to move to Anfield and will have to do so again to cash in on Berbatov.

Ramos is keeping coy over the Berbatov saga, but wants a resolution quickly so the club can get on with trying to find a replacement before the transfer window closes.

Zenit St Petersburg have dropped their £20m asking price for Andrei Arshavin to try to encourage Tottenham to renew their interest.

Blackburn’s Roque Santa Cruz was a target, but has signed a new deal, while Spurs also looked at Arshavin’s Russia team-mate Roman Pavlyuchenko.

Wigan’s Emile Heskey could be on their radar, while Valencia’s David Villa and £20m-rated Ajax striker Klaas-Jan Huntelaar are more ambitious options.

Ferguson, meanwhile, has warned United of the dangers of playing catch-up on fast-starting Liverpool and Chelsea. Even though it is only the second game of the season, Ferguson fears anything but a win tonight at Portsmouth could prove devastating.

Another defeat at Fratton Park – where they have been beaten three times and also held to a draw in five visits – would leave United five points behind the leading pair.

With the European Super Cup game against Zenit St Petersburg in Monaco on Friday meaning their game against Fulham this weekend has been postponed, they could be eight points adrift of Rafa Benitez’s side by the time they go to Anfield after the international break on September 13.

And with Chelsea away the following week, United may find themselves well off the pace and with ground to make up before the end of September.

Ferguson, who has been hit by an early-season absentee list, said: “We’ve got some difficult away games coming up, starting at Portsmouth. It is never easy at Fratton Park. Teams who go there know they’re in for a battle. That is followed by Liverpool and Chelsea.

“So Portsmouth is a big one for us. By the time we get to the Liverpool and Chelsea games, we’ll be in a far better position player-wise and, hopefully, form-wise, too.

“We had a terribly slow start last year and, hopefully, it won’t be as bad. They don’t give any medals out in August or September but you hope it comes good sooner rather than later.

“Teams show a lot of enthusiasm early on and work their socks off. Newcastle in the first game were positive but, had we taken chances early, we’d have been beyond them.”

Pompey boss Harry Redknapp has warned Ferguson not to expect an easy ride. He said: “I know the only way to beat United. It is to work as hard or harder than they do.”

Tottenham Hotspur have insisted it was they, and manager Juande Ramos, who took the decision to leave Dimitar Berbatov out of the squad that lost to Sunderland on Saturday and that it was not the unsettled striker who told them he did not want to play.

Berbatov is determined to fulfil his "dream" of signing for Manchester United and the Old Trafford club, having seen one bid of £20m rejected, are preparing another worth £25m, which they are confident will finally close the deal.

Tottenham value the Bulgarian at £30m and it seemed a strange tactic for them to issue a statement before the Sunderland game, which carried quotes from Ramos, explaining that Berbatov was not... "focused enough" and would not "be good for the dressing-room and the team effort". The statement effectively conceded that Berbatov was lost as a player to Tottenham and appeared to give United the upper hand in the wrangle.

Ramos had picked Berbatov the previous Saturday, albeit as a substitute, in the defeat at Middlesbrough and the player scored twice for Bulgaria in their 2-1 victory over Bosnia-Herzegovina last Wednesday. "I believe he was superb [for Bulgaria]," Ramos said on Thursday. "Let's hope he has something left in the tank to help us gain a victory on Saturday." The Spaniard's subsequent meeting with Berbatov, though, ended with the player being dropped from the squad.

Ramos, who said that he did not know whether Berbatov was at the stadium on Saturday, was asked whether Tottenham should not pay him if he refused to play. "You should ask the club," he replied.

It was also put to him that Roy Keane, the Sunderland manager, said he would drive any unsettled player of his to whichever club he wanted. "That's an interesting point of view," mused Ramos. As a result Ramos had only one striker, Darren Bent, against Sunderland. "Of course there are repercussions [to the Berbatov situation]," he said. "We were only able to play with one forward and I had no forwards on the bench to change things."
