No he's not. There are at least seven or eight better #10's than him.
Kagawa is a very good player who is sitting on the bench. Ozil is a class above.

So right now he's not.
Better players in his position off the top of my head. Iniesta, Rooney, Mata, Silva, Isco, Ozil, possibly Gotze.
I'd go along with this. Given more chances Kagawa may get up to that level, but right now I don't think you can really put him up there.
Silva has regressed. He is not what he was 2 years back.

Highly debatable but even so, he's better than Kagawa.
Oh and Hazard & Oscar are both potentially better players too.

I am actually shocked that Real was willing to sell him. I know they've got Bale, but Ozil was always among their top 3 players. Absolutely stunned and surprised that Arsenal can managed to pull that off.

And I already said, Kagawa now isnt anywhere close to that level because we havent used him in the best possible manner. It'd be the same if we got Ozil and put him out on the right because Rooney plays where's he's most effective.

I'd be interested to read what the German posters think of Ozil vs. Gotze vs. Kroos, I don't think there is much gap between them in terms of ability as some people like to think.
I think it depends what you are looking for in a number 10. If you want a player who makes other players look better you get Özil because his biggest strenght is his passing and eye for a teammate while with Isco you get a more complete package who will maybe not play as many good through balls and don't get as many assists but make up for it by scoring himself a good hand full of goals.
I personally prefer the Isco type of player in the role behind the striker and it has always been one of my biggest complaints about Özil that he too often passes when he has a great opportunity to score himself.

I don't think he'll improve Arsenal too much as they have other areas in greater need of an upgrade but as an individual he's superb. Great to have him in the PL.
We really don't. You could argue we need a striker, but there's no other area where we are in more need of an upgrade.
I'd like some defensive cover and Cabaye would be good too, but top class creativity has been our issue for too long.
