Sort of (in Rooney's case anyway). Couldn't think of two more different players in Rooney and Ozil, so if the manager wants what Ozil brings to a team ( a ridiculous supply of chances created centrally), Rooney is not a competitor for that. Shinji is though, and signing Ozil this morning will result in Shinji being gone by the evening I reckon.

Herrera is more creative than anything we have. Him, Rooney & Nani (fit) would be more than enough.

Probably more of a statement about what we currently have then Herrera himself (going on what I've been told that, whilst he can be creative, it's not his best asset).
Nani and Kagawa are our two most creative players (and that relies on Nani being good Nani)... Rooney offers some, but his best attribute from #10 is his goal-threat. We shouldn't really be totally relying on him to make chances for others.
Then of course there is Kagawa, who could be brilliant - but he still needs to settle it seems (and gain the opportunity).

Fellaini is NOT the player we should be signing if we want to challenge Europe's best. Fine as a squad player for £15 mil but £25 million is ridiculous. He's a decent player and we'll all be saying the same thing this time next year.
Will he make the squad better? Yes.
Will we favorites with just what we "need"? No.
You act like City, Chelsea, Tottenham and possibly Arsenal, haven't strengthened from last season. We need to improve.
We would. But it could be someone solid rather than a gifted playmaker like fabregas, and those are hard to find. The world is full of gifted ams rather than CMs who will do playmake as part of a 2 man midfield.
