They are buying time and they don't know what else to do. In their heads, they've 'tried everything' but we know they haven't tried appointing a top manager in his PRIME. That might make the difference, it'd certainly be a better bet than entrusting the situation to this midtable manager.

He does it because he's in a hurry and doesn't have space, so others have to follow. In other games, he looked up before etc..
