When the medical staff 'cleared' him, it could've come with some advice about his situation. The manager, like most managers to be fair, chose to risk him. I know there was media reports and discussions on here but most media reports recently seemed to be shots in the dark rather than facts. (Which is a positive given the leaks etc and a sign we are clamping down).

I've already said this before but even Southgate is well within his rights to take Shaw to Euros. If Shaw gets injured again, the blame should fall to the player himself and the medical staff who advised he will be fit enough to take a part in the tournament.
