He's been released under investigation. That basically means you've been released from custody without charge with no obligation to return on bail for the offence; but the investigation is ongoing and you will be notified of the outcome. So he is not in the clear, but this does not look like a Mendy style incident for example.
It's also worth noting that the 40 year old man arrested at the same time is still on police bail.

But it is exactly that, a gamble. And not a transfer gamble as in will he live up to his price tag. More of it goes wrong you have a player in trouble for a sexual allegation, your sponsors tell you to get rid or else, fans including your own g mad and you can’t insure for that type of thing. It's cheap because he could walk out on free next year, Tielemans will go for a similar amount.
