You seem to be forgetting that players are also people and sometimes these players make career decisions based on other aspects of their life. It's quite likely he has received offers from some of the top leagues and turned them down up until now. That does not mean there is something wrong with the player. It is not always the case that good players move to big clubs as soon as they establish themselves on the international stage (which Konoplyanka has already done). This is real life rather than some computer game were you put in a bid, the club accepts it and the only thing left to do is discuss personal terms. Other factors come into play.

Some players are comfortable making a good living in their homelands and for other reasons as well will turn down moves abroad to bigger leagues. Konoplyanka is on 1.2M a year right now and is surely set for life already. This is enough for some players. The other poster needs a grip on reality tbh. Real life isn't FM where you grab all the great young players.
